Sir:
By the provisions of the several treaties with the Creek, Choctaw, Seminole, and Cherokee Indians, in A.D. 1866,  the negro and their descendants in that country were made citizens of the country in which they resided on the 1st of January A.D. 1866

These tribes are rich in lands and funds; are civilized, and live as farmers west of Arkansas, and have a system of schools for their own children. The negroes are about 16,000 in numbers, and they are entitled to all the rights to schools &c as others, but no provision is made to carry out the provisions
