Sir, I have the honor to forward herewith my Monthly Report for March 1868. This may seem a little discouraging but I think if there should be good crops this year the interest in schools will revive by next fall. Hereafter when I send applications for teachers I will accompany them with the contracts already signed. Last December the Freedmen on the Hawkins place were very anxious to have a school and said they were perfectly willing to pay at the rate of $1.00 per schollar per month. I told them then the amount to be raised was $30.00 per month and at that rate they could get up a school for .75 cts per month per scholar if enough came; but when I went to make the contract they signed it very reluctantly. Mr. Scott was the cause of it I learned. He had told them that the government paid the teacher that they might have free schools. In Sevier County the freedmen are as anxious as ever for schools and I have no doubt if this season should prove a good crop year that no less than three good schools can be organized
