Sir,
I have the honor to state that I have made an examination into the propiety of building a school house in Phillips Bayou a small place in this county on the St.Francis River - And that it is my opinion that such a house would be of great advantage.

The people of the place (white) are nearly all northern people, and are very anxious to have a school for freedmen. The location is central and there would be a large number of children within reach of the school. The lumber for building could be made at that [[strikethrough]] that [[/strikethrough]] place - and the builders could also be obtained
