In reply to your of May 14th I have the honor to State, that I have secured, two Suitable Sites for school houses in this County, to wit. One in Union Township for Refugees, And one in Franklin Township for Freedmen.  There is a lively interest here in the Subject of education-   In my Judgement, assistance is as much needed here as anywhere.
Giving to the devastation of the homes of Refugees by Bushwhackers during the war, and also that Freedmen had but little to begin with, and but vague ideas of Their rights until recently.
The Freedmen have raised a fund of $50.00 for building purposes, and the Refugees have $150- for their house.
I have had four Educational meetings this Month, Two in Union and two in Franklin
