Dear Sir; -
I regret that plans for the conduct of Schools under the new Bureau Bill, could not, ere this, have been laid more fully before you. General Howard's continued absence is our apology, as his sanction is needed in what shall be proposed.  
He is expected back on the 19th inst.,and a knowledge of all the facts gained during this extended tour, will enable him then to act promptly. In the meantime it is enough for me to say that aid will be given to all Freedmen's Schools in the several States for the extent of means in possession of the Bureau.
