I regret very much to inform you that I have failed to comply with your request.  I have used every effort in my power to get the Freedmen to do and perform the work assigned them. and it is impossible at present to get them to do anything.  some are willing to do more than their part while others will do nothing.  and now I appeal to you (my superior) for advice how to manage and just what to do.  I think if I could once get them hiched in I would not have any more trouble.  we will have to fall on some plan to compell them to do the work.  or either tax them to build the House.  if the Government will not build it - from the start. I know of no house to rent for a school.  please advise me what to do for the best as soon as possible.  and you will oblige your most obedient Servent.
