Sir:

You are respectfully informed that when stationery is required, monthly requisition in duplicate (Form 40 Q.M.Dept. or 31 Bu R.F. A.L.) should be forwarded to these Headquarters therefor; when provision will also be made for all permitting absolutely necessary for the public service.

Circulars, Circular Letters, &c, should not be issued by Superintendents of Education without first submitting them to the Commissioner for his approval except when the same are necessary to give publicity to instructions emanating from these Hdquarters.
