General:

Enclosed I have the honor to forward letter from S.W. Mallory (State Senator Arkansas) formerly Bureau Agent, relative to Normal School at Pine Bluff, Ark.  I had some time since determined that Pine Bluff is the most desirable location for the school.  The A.M.A. has a good teacher there - Mr. W. Martin - a man of experience in teaching - some 50 years of age - reliable and efficient.  The property there answers well for the present school but some enlargement would be needed for a good Normal School.

There is no attempt at a Normal School (open to Colored persons) in that State.  I have the honor to request, therefore, an appropriation
