Sir, 
I have the honor to enclose herewith estimates of materials and labor for the construction of a school house at Lake Village Chicot Co. Ark., for the action of the Commissioner. Chicot is the most S. Eastern county in the State, bordering Miss. & Louisiana. A permanent school has long been needed there but repeated efforts to secure suitable ground have proved unsuccessful because land owners refuse to sell for colored school purposes. Upon careful enquiry I found a house and lot well situated, adjacent to the Courthouse Square for sale for the sum of $2000.00. The house is equivalent to a school room 30 by 40 feet, and
