"Viz"

1st That in him the Bureau will find an able and energetic officer and a man fully capable of filling the position.

2nd In appointing me A.A. Commr the duties of Sub. Asst. Commissioner for Barnwell District also devolves on me; this I should not mind, as I am of belief that the duties incumbent on both would not be so onerous, but that I could attend to both. But at the same time I am of opinion that the business required by the Bureau, Could be transacted with Greater dispatch, and with more effect, by placing it in the hands of the Post. Commandant. For the following reasons."
