Dear Bill:

I tried to telephone you this morning, but learned that you were leaving town.

Upon making preliminary arrangements for Antonio's trip, I was surprised and delighted to learn that Ricardo Vasquez Baltierra, Secretary General of the Sindicato, wants to go along and see the base from which we are starting the new airport organization. I feel that this trip will be extremely beneficial and I may also send Carlos Aizpuru, Chief of Personnel CMA. This is quite a delegation, but I believe it will pay off. I am telephoning Art Best to set up a date.

While in Miami I accidentally ran into Rudy Lund, who is running for county commissioner district 4 Dade County. You may remember Rudy. He was station manager in Guatemala when Ponce was overthrown and a couple of our boys got shot up. He also served PAA in Trinidad and other stations in the Caribe. His platform is based on his knowledge of Spanish and in connection with continued development of aviation activities in the Miami area. He is of course accenting the Latin American aspect of Miami as a port. He told me that he knows that neither you nor the company can endorse him openly, but he wishes to talk to you with the purpose of getting some ideas. Insofar as I personally know, Rudy is okay, and if you can spare the time I will appreciate your meeting him for a few minutes. Presently, he is running a successful construction company in your area.

I wish particularly to thank you again for the wonderful treatment that you and your staff accorded us during our recent visit, and to express my regret that you did not get over here last Sunday. You may already have heard
