James Island of Carolina 
January 29, 1867

In accordance with Federal order No. 10 p3. dated Head Quarters Assistant Commission Bureau of R.F. and A.L. So Carolina January 17th 1867 constituting us a Board under Sec. 2. of "a Bill to establish a Bureau of R.F. and AL" - "to asses the value of buildings and improvements placed by freedpeople whose land covered by possessory title, on James Island So. Ca" we have examined and asses the improvements placed upon land covered by possessory title 68 dated March 24, 1865, located by Richard [[?]] (freedman) so plantation known as the "The McLead Estate" an [[?]] on James Island S.C. as follows-
Three dwelling Houses as 300.00 thirty dollars as a fair compensation to be made to the paid Richard [[?]] "by the former owners of such lands or their legal representatives."
