Respectfully returned to Major General O.O. Howard. Commissioner with the information that nearly all of the within named parties were sent to this city from Columbia by the Act. Asst. Com. who stated that they were sent to Columbia by the Act Asst. Com. of Augusta Geo. When they arrived here, they were without friends or means of support, but stated that they would receive assistance if they could reach their relatives in Virginia. In no case have I furnished transportation for people belonging to this State to Wilmington NC.  the people have been sent here from various places in Geo. and Ala. and other states and if they had been allowed to remain here, would have been in a worse condition than they ever were in their former homes.

I have called the attention of the Act Asst Commissioner of Augusta to the irregularity of his action and requested him to refrain from sending down any more. As he failed to comply with my request I addressed a communication to the Assistant Commissioner of the State of Georgia appended are copies of my letter regarding this affair to the before mentioned officer and also a list of all people sent to Wilmington, NC. by my orders - Hoping this explanation will be deemed sufficient.

I will further add that I consulted Genl. Sewall when he was here and he informed me that there was no irregularity in my action.
