Office S.A.C. Bu. R.F. and A.L
Wharton, Texas. July 1st 1867

Lieut. J.T. Kirkman
A.A.A. Gen'l

I believe the feeling entertained by the white people of this County towards the freed people, to be very hostile. No interest seems to be manifested by the white people respecting the education of the freed people, and as yet nothing has been done for them to promote the educational interests of the freed people. The freed people feel a deep interest in the subject of Education, and they may be best assisted by furnishing them two or three good male teachers. Last year a school was kept for a short time in the town of Wharton, and was then discontinued, during the present summer a school has been kept in the town of Wharton, for the space of one month, but is now closed on account of the summer vacation. July 8th Mrs. Margaret A. Henderson, a teacher in the employ of the Bureau reported at this office for assignment to a school, as the school in the town of Wharton was already supplied with a teacher efforts were made to secure her a school and a suitable boarding place on some plantation. No trouble was experienced in securing a school, but it was found impossible to secure a suitable boarding place for Mrs. Henderson
