Lt. J.T. Kirkman
A.A.A.G.

From what I can learn but little has as yet been done by the authorities on this subject nor are the freedpeople themselves in any opinion able or in condition to provide for their education at the present time. _ The schools in charge of this Bureau have done well. The pupils having made considerable progress in their studies, but I found but three schools in the District, two in this City and one in Harrisburg showing a total enrolled of 405 and an average daily attendance of 296. _ These schools closed on the 26th ult. until the 1st Oct, as yet nothing has been done in Montgomery County on this Subject, but I will on making the Com if ordered through the Sub Dist, ascertain the exact suitable and control points in that Co. to establish schools, and if possible the feelings of the people in the subject of education.

I am Sir,
Very Respectfully
Your Obt Servt.
J.D. O'Connell,
Maj. 17 Inf. Bt Col U.S.A. & S.A.C.
