Dear Sir:
The Negroes in our vicinity seem anxious to be benefited by schools. I have thought of an enterprize, on the principle of the Manual Labor System for the benefit of freedmen, say within that scholastic aegis. They Know how to work and though I may be mistaken, I think it would be the readiest means to establish a permanent School for them. For instance the proprietor feed, clothes or not, finds medical assistance etc. and then the pupils work So many hours per day.
I write you to inquire whether any such suggestion has been made, and especially whether any such Institution is in operation, and more particularly to what extent such an enterprize would be favored by The Bureau, or interested with --
