Lieutenant:

I have the honor to submit the following Report of complaints made to me by freedmen relative to the election in this County on the 3rd Inst.

On the 4th, Iverson Reynolds, Dick Bradley, and Geo. Marshall, appeared & stated that they, & all other colored men were prevented from voting at White Hall, by Dr Moses Taggart, and many others whites, some of whom came from Edgefield for that purpose. Reynolds, it seems, was sent by Taggart for a pail of water. On his return it was taken from him at the door when, shortly after, he was collared by some person, who demanded what business he had there. Plaintiff replied that he came there to vote. His assailant then, drawing his revolver, exclaimed - "God damn you, get out from here; no damned negro shall vote here today" Plaintiff having got hold of the pistol in the man's hand then called on the other freedmen present for assistance when Dr Taggart shouting out to the white
