these issues, to issue to him, take a lien, and have the bonds recorded in the clerk of the Courts office. Some of the bonds however are acknowledged, and witnessed by the Agent who signs them. This is irregular. Many of them have not the necessary Revenue stamp attached.

Kershaw

Mr S. R. Adams Agent of this District, has made his issues regularly under the orders, and a large majority are made to freedmen, planting rented lands and generally on security by lien on the crop. Some however own stock.

One hundred and seventy two bonds have been taken on this District, all of which are properly executed, but not recorded.

The crops in this District are not near as promising as those of Orangeburg. They are backward on account of the late spring, and are now suffering for the want of rain. The freedmen have worked well, and those plantations I visited showed care and industry.
