Cart Francis G.

States that T.C. Richardson is under a lien to the firm of Cart Kopff and Jervey for supples and fertilizers.  That he holds a certain quantity of cotton consigned to lien by Richardson subject to the order of the Provost Marshall 2nd Mil Dist.  Requests that the Genl Comdg appoints a Commissioner to investigate the case.
