in the Army; his open wounds; the fact that he has a family, and is perfectly capable and reliable, lead me to suggest that he receive the appointment in place of Mr Gary, who is a single young man and, although well fitted for the position has never rendered so important service in the Army or the Bureau as has Major Deane.

I would therefore withdraw my letter of Dec. 18. nominating Mr Gary and will substitute the name of Major E.L. Deane, at the same salary paid Bt Lt Col J.P. Low.
