General:

I have become satisfied that Mr. O. H. Hart, Agent of this Bureau and now stationed at Orangeburg, in this State is no longer the efficient, energetic officer that he should be. Many, and grievous complaints, many of them unquestionably well founded, are made concerning his administration of affairs at Abbeville, and I therefore respectfully request that his appointment may be revoked to date from 25th. inst., on the ground that his services are no longer required.
