Respectfully returned to Maj. Genl O.O. Howard Comr. with the following Explanation. Under date of Aug 18th 1869 instructions relative to making contracts were given me. the 1st paragraph states that they should be made in triplicate. I suppose the intention of the order. to be, that, one copy should be retained by the contractor. one by the supt. of Education. and one to be forwarded to the Com'r at Washington. for file in the office of the Chief Qr. Master Acting upon this supposition I forwarded the enclosed copy of contract specifications and Bond.

The contractor retains in his possession one copy of the contract and specifications and I now wish to inquire if it is the intention of your endorsement of Sept 10 to oblige me to procure that copy and forward it for approval.
I have affixed a Rev. Stamp to the bond and will do so in the future.

If you should decide to retain a copy of the contract specifications and bond in the Office of the Chief. Qr. Master please inform me, if not, I do not see the necessity of the same being made in triplicate in the future.
