Respectfully returned to Major E.L. Deane. Asst. Supt. of Education for S.C., who will review his endorsements on the accompanying papers and then forward recommendation bearing in mind the policy of the Commissioner so distributed the money appropriated in smaller amounts and so, a greater number of schools. Rather than expend larger amounts upon the less number, and stating whether he thinks more good will be accomplished by expending the whole $800 upon the school on Mr. Euskis' plantation,
