Respectfully forwarded to Maj. Gen'l. O.O. Howard Com'r. If the $300.00 applied for can be appropriated out of this St. Helena and St. Lukes school fund. I recommend that it be granted. 
Ladies Island is well settled with numerous families of Freedmen who are freeholders, but owing to successive failures of their crops the can contribute but little for school purposes
