General
I have the honor to request permission to rent a house for School purposes in the town of Manning S.C. of Mr. L. A. bigger at the rate of $20.00 per month from Dec. 1st. Mr. Bigger agrees to purchase $200.00 worth of furniture for the use of the teachers and sufficient benches for the school room.
There has never been any school for Freed people in that county. The Pres. Com'r. of H.M. have promised to send two teachers and an assistant to that place, providing a suitable house & school room could be obtained, the offer of Mr. bigger is very generous and I trust will be accepted.
I am very respt &c
