States that blinds and sash were promised him if he would put up a building, which he has done and now has a school of 150 pupils. Now wishes the sash. If they can't be given, will if furnish, pay for them in 60 days, gives dimensions. 

Wishes a teacher of vocal music at fair compensation.

Respectfully forwarded to Maj Genl O.O. Howard Com'r. I would respectfully recommend an appropriation of $20.00 for the purpose of purchasing the sash required to make Col. Shivers School House comfortable. I am well acquainted with the applicants and know that for 3 years past he has faithfully labored for the education and interests of the freed peoples.
