Your report looks well, and I hope the coming months will continue to show increase, all your State wants is a right system, pushed vigorously and made permanent

This I see you are aiming at, and will succeed, by God's blessing, in accomplishing

General Howards late visit has no doubt strengthened your hands.

We intend doing much more for education the coming year than ever before
