Sir:
The undersigned who gives his reference by his appointments by Headquarters as District Clerk & Justice of the peace here, takes interest in the establishment of Schools for the freedmen. In order to have a beginning in this most important under taking, I allready petitioned the City Council of this City to open a Subscription list for the purpose of raising money & buying a lot or piece of ground for the freedmen to build a school upon. So far this has had no effect.
As some of the freedmen are frequently calling on me to learn what has or will be done towards educating them or their children, I hereby take the liberty to offer my service to you for the purpose of communication with the freedmen here or for the progress of the object.  I am
