No. 63 }

Mr Joseph Welch, Superintendent of Education B R F A L. for the State of Texas, will purchase in open market from time to time, as the same may be required, the regulation allowance of Forage for one (1) private horse used by him  in the discharge of his public duties, and the authorized allowance of Fuel for his office. He will take up and account for the same, and issues his certified vouchers therefore, which will be forwarded to the Chief Disbursing Officer at these Head Quarters, for payment. Before delivering the vouchers so to be issued he will  cause properly certified copies of this order he annexed thereto. This order will take effect from and after July 1st 1869
