Office S.a.C. B.R &c
Clinton, Sept. 30. 1868

Lt. Chas. A. Vernou
A.A.A.G.

The white people do not encourage the freedpeople on the subject of education and it is a very hard matter to establish schools in many places on that account. The freedpeople are too poor to build, commit rent, and there they remain without schools. If a school should be established in Clinton now, it would undoubtedly cease to exist as soon as the protection of the Bureau should be withdrawn.
