Office Sub. Asst. Com'r.
B.R.F. and A.L.
Midland, Texas. November 1st 1868,

To Lieut Chas A. Vernou
A.A.A. General
Bureau of R.F. and A.L.
Austin, Texas.

Sir:

A number of whites have expressed a desire to have a school established but take no steps towards that end. The freedpeople are making no efforts in that direction, have said nothing about the matter. This may result 1st from the fact that the novelty has worn off, 2nd That the school house near Cotton Gin was burned and they are discouraged. There are no schools in this Sub. Dist., and no one of the freedpeople able to teach.

I am Very Respectfully
Your Obt. Servant
(Signed) J.M.K Smith
Sub. Asst, Coms'r.
Captain 26th Infantry.
