Head Quarters 3d Sub. District,
Orangeburg S.C.
Oct 12th 1865.

Maj O.D. Kinsman
Asst Adjt Genl.

Major,

I have the honor to state that the 81 Freedmen to whom I gave transportation to day have been very badly used by James Hopkinson of Flatwood Abbeville District, and who is at present at the City of Charleston.

They raised at Hopkinson Plantation about 140 loads of corn, 1000 Gallons Molasses, 40 bushels of wheat, and they have received no share of this crop.

They are at present entirely destitute, and in my opinion Hopkinson ought to be arrested at once and compelled to give a share to these poor freedmen, and pay to the Government for their transportation and rations.

I have given Prince Green, one of the Freedmen at letter to hand you, and would respectfully ask that his statement be fully investigated at the City of Charleston, where their employer is reported to be.

I am Major
Very Respectfully
