In obedience to G.O. No. 17 dated Hd Qrs. Asst. Commissioner Charleston S.C. May 15" 1866.
I have the honor to report the estimate number of rations needed for Issue to Destitute Refugees & Freedmen in the District under my control for the month of August 1866. My estimate is 3100 thirty one hundred rations.
I have been instructed by Colonel Skinner to forward this report direct to your office.
