Enclosed you will please find what few Contracts I have approved up to this date, together with a minute of the cases adjudicated that are Liquidated, I would now be able to forward you several hundred approved Contracts could I get myself to consent to approve them as they were presented to me, In most cases apparent terms were fair, but there was also such a palpable effort to deny the fact of Tenantry, and all the rights growing out of that relationship - that I preferred trusting to time and the sober second thought of the practice of the 1st part, to setting a precedent that might hamper my ruling hereafter in such cases, There was also in most cases a very apparent effort on the face of the Contracts rejected a desire to view abjectly the Freedmen parties thereto, I must acknowledge however, that in a good many instances the Citizens did not detect the objections alluded to until their attention
