on Education of Freedmen and Refugees in Sub-District, State of Texas in charge of Brvt Maj  E W Whittenmore for the Month of April 1868, [in accordance with order contained in Circular No. 5, Bureau R., F., & A.L.]

1. Name of your Sub-District Bexar Comal Medina Bandera and Atascosa Kendall Cos.
2. Whole number of Refugee or Freedmen's Schools in the District? 2 Day? 2 Night? /Sabbath? 2
3. Location of Schools? Both are situated in the city of San Antonio in Bexar Co.
4. Whole number of Teachers? 2 White? / Colored?/
5. Names and post-office address of Day-School Teachers? Miss Mattie Emery, San Antonio, Tex.   Mr. C.C. Duval F.M.

One house is rented in San Antonio Tex. by the bureau.

9. Number and names of places, now destitute, in which Day-Schools might be organized?
One at New Braunsfels.  One at the Cibilo about twenty miles from San Antonio
10. Number of pupils (estimated) who would attend such Schools?
New Braunfels about 25. or 20. Cibilo about 20 or 25.
11.  Amount which would probably be raised by the Freedman, for school purposes, in each destitute neighborhood?
An amount of money could be raised by energy on the part of the F. people.
12. What efforts are you making to secure the support of schools by pupils, parents,boards of education, or the State government?
One schoolhouse will soon be completed by assistance of the bureau.  have been trying to have others built here & at the Cibilo but fail. for want. of not having proper energy shown by the those concerned.
13. Whole number of additional School-houses, for Freedman, now wanted in your Sub-District?
One at New Braunsfels one at the Cibilo & two at San Antonio
14. Could you organize you Sub-District into School Districts, each with a School Committee pledged to carry on schools therein?
I do not. know
15. To what extent would help from without be needed in such cases?
It would be necessary to Furnish School Houses & Teachers
16. What is the public sentiment as to the education of the Freedman and Poor Whites?
People generally very Indifferent.
17. Are Night-Schools for Adults needed in your District?...In what way could they be carried on?
Teachers & Lights
18. What more can this Bureau do for educating the children or Refugees (or Poor Whites)? ...
19. How long will Northern charitable aid be needed for Freedmen and Refugee Schools of your District?
Until the Freedpeople Show a disposition to earn more than enough for their present support
