Subject: Federal Aid to Airports-Its Depreciation in the Fees and Charges Assessed Against Airlines

Recently it has been brought to our attention that some airport operators are considering depreciating the FAAP money received by them in the rate base of fees and charges assessed the airlines. Attached are two documents which will be of assistance to you in developing arguments to combat this approach.

The first (Attachment "A") is a copy of the Senate report dealing with the Federal Airport Act in May of 1958. The first page of this document is not significant. However, the second and third pages (report pages 8 & 9) bear directly on the case in point and deserve your attention.

Attachment "B" shows a history of the allocations made under FAAP from F.Y. 1958 through 1968. From this you may wish to develop an argument of what the consequences to industry would be had all airport operators utilized this device, either for a given year or over the span of the total program.
