The following letter was sent to Members,
ATA Board of Directors

The reason for our hurried call of a special meeting of the Board 
of Directors of the ATA is as follows.

You have all followed the public discussion of the balance of pay-
ments problems, and the President's general endorsement of restricting 
outbound tourist travel. The issues relating to balance of payments are 
coming to a focus in the Ways and Means Committee. Hearings will 
start for government witnesses on February 5th, and will be continued 
for private witnesses on February 19th. We have every reason to be-
lieve that the hearings will not be limited to balance of payments issues, 
but will also include a variety of tax proposals which raise a number of 
air carrier problems on which we must be prepared to comment, or for-
ever hold our peace.

The issues and our proposed answers are as follows.

1. Travel Restrictions
We should oppose whatever measures are brought forward to restrict 
travel, arguing the matter as effectively as we can under the circumstances. 
We should advocate a voluntary program of expenditure restriction, and a 
vastly improved program to bring foreign tourists here. (See Attach-
ment A)

2. Airport Financing
The issue will arise because there probably will be before the Com-
mittee proposals for passenger taxes designed to finance airports. We 
should oppose such passenger taxes. (See Attachment B)

3. Airways Financing
A proposal probably will be made to increase the user charges 
being made for the cost of the airways system. The Directors have
