The government should launch a voluntary program designed to convince our residents who go abroad that they should restrict their expenditures outside of dollar areas. A number of measures could be taken which would give this voluntary program a good chance for success. Unlike many nations, the United States has never made any real effort to expand inbound tourism. Some spasmodic efforts have been made. We should advocate a major national effort. At the meeting we will be prepared to report in detail on the activities of the Presidential Task Force created by the President to study this problem.
