1/ Product of supersonic and jumbo jet activity (Appendix Table 1) multiplied by percentage of 0 - 1200 foot RVR weather (Appendix Table 2), weighted 80 percent for day hours and 20 percent for night hours. Durations of 90 minutes or less cause delays; longer durations cause diversions. 

2/ Delay costs -- $1,250 per aircraft and $21.40 per passenger. Diversion cost -- $1,550 per aircraft and $41.67 per passenger.
