upon air traffic control, inasmuch as the only means available for compliance by the aircraft are: (a) increase of altitude, (b) change of flight pattern, or (c) reduction of power. 
  In support of their argument for an injunction against enforcement, the plaintiffs showed that individual fines would run into the tens of thousands of dollars per day, and that the practical effect of the ordinance would be to close the operation of Kennedy International Airport. The case has been heard, and is awaiting decision of the Federal Court in New York. 
  A similar ordinance to the Hempstead measure was enacted by the town of Park Ridge, Illinois on January 7, 1964. 107/ Both of the measures appeared, from the consideration preceding their adoption, to have been prompted by the recommendation of the Harris Report (that municipalities make use of the local police power to abate aircraft noise).
  Hearings were held on the proposed Park Ridge ordinance before its adoption. The Mayor of Park Ridge -- a residential sub-division adjoining Chicago's O'Hare International Airport -- stated that the action was made necessary by Congress' failure to act and the failure and refusal of the FAA to prescribe "remedial" flight
