It does appear that compliance with the Hempstead ordinance may not have been intended. Expert evidence of test measurements showed that normal operation of trucks, buses and trains would violate the limit, even measured at 100 feet, and that even the ambient noise level in the areas of public streets exceeded the limits. 148/

To contrast, the Mayor of Park Ridge, Illinois in an interview stated that the basis for the adoption of the 87-db to 95-db tests (i.e., measurements) indicating that those levels could be
