Allegheny Airlines, Inc. (Allegheny), Delta Air Lines, Inc. (Delta), and Trans Caribbean Airways, Inc. (TCA) were granted leave to intervene. Pan American and TWA were named as formal parties in the Board's exemption and consolidation order, E-22359, while a number of others were designated formal parties by order of the Board E-22089, dated April 27, 1965. 9/

After appropriate notice to all interested parties a public hearing was held in Washington, D.C. and briefs have been filed. 

THE ISSUES

Briefly stated, the issues in this proceeding involve the temporary or indefinite renewal of NYA's certificate, the renewal of its exemption authority, continuation of NYA's authority to carry mail, its subsidy eligibility for fiscal 1965 through fiscal 1970, approval of the financial operating and leasing agreements between NYA, Pan American, and TWA under Sections 408 and 412 of the Act, and the relief, if any, required by Pan American and TWA under Section 401 of the Act. A more detailed description of the issues as set forth in the reports of the first and second prehearing conferences, served herein on April 29 and July 9, 1965, is attached hereto as Appendix 1.
