compares to an estimated 300,000 passengers in 1965, most of whom would be carried by NYA under its contract with TWA. NYA future operations will consist of the services which it now operates under its agreement with TWA which will be extended at some subsequent period to Westchester County, N. Y., and to Fairfield County, Conn., plus the services which it will provide under its agreement with Pan American between the Pan American building and/or West 30th Street heliports and Kennedy and Teterboro airports.

NYA proposes to extend its services, as larger and more efficient aircraft become available to points in the outlying area, such as, among other, Trenton and Paterson, N. J., Greenwich, Bridgeport, and New Haven, Conn., and to a proposed fourth area airport which is located from 60 to 90 miles from New York City. 

Although NYA's passenger traffic forecasts are in a sense judgement figures, they are based somewhat on the carrier's historic traffic expanded to reflect the proposed extension of its services, the operation of 10 instead of 7 of the larger and more capacious twin-turbine helicopters, and the provision of a more dependable service through the use of the Decca IFR System for all-weather operation which is expected to increase its performance factor to 95 percent of scheduled flights. Because of its mid-Manhattan location, the Pan American building heliport is expected to generate from 10 to 12 times as many passengers as the Wall Street terminal, which enplaned 24,155 O&D passengers in fiscal 1964.
