ideal carryon baggage racks, and NYA conducted an intensive promotion, only 7% of its passengers carried their own baggage. (Tr. 2086-8) In the V-107, the baggage pod is not designed for function. It is too high -- and too dirty for a carryon baggage system. (NYA 701-706, 711; Tr. 2086-88)

(3) C&P proposed a no-reservation system. (CPA-T-2, p. 10-11) Since C&P has no backup aircraft, it was unable to follow Eastern's procedure but asserted that it would "substitute frequency for flights" for a backup aircraft. (CPA-1007, p.1; Tr. 881) However, Mr Weadock was forced to concede that its proposed frequency was insufficient for this purpose. (Tr. 884-892) He then retreated to the position that no reservation service was feasible because of C&P's low load factor. (Tr. 884) However, the no reservation program was proposed not only for low load factor years, but also for later years when load factors were substantially higher. (Tr. 881)

Whatever the merit of C&P's proposals, the record is clear that they were not carefully thought through. The failure to present careful, disciplined plans denostrates [[demonstrates]] that the need is not so much for novelty as for experienced management.

F. NYA Has Presented a Service Plan Which Will Fully Meet Service Needs of the Area.    

Under any standard - reliability - speed - capacity - frequency - NYA offers a service pattern which fully meets the service needs. Its twin-turbine Boeing V-107 operation will provide more reliable, faster service than single-engine flight equipment. (NYA 403) This is essential for the full traffic development because the time advantages over competi-
tive transportation is narrower. It will provide complete coverage of each station. Its service pattern will provide both capacity and frequency with 109% more seats than the average and 22% more than the next highest applicant. Its departures are exceeded only by D. C. Transit and Pilgrim, who propose service in whole or in part with unreliable single-engine equipment and offer substantially fewer seats. (NYA 401-402)
