Dear Carl:

Thanks very much for the folder you sent to my room yesterday. As you foresaw I do have a few comments.

a. Insofar as New York Airways is concerned, we do not wish to be in the position of sponsoring or even approving the "Skylark" program until after Dick Wheatland has had a complete opportunity to review it and modify it in whatever manner he thinks fit as our representative.

b. Both Jack and I are worrying about the cost of the "Skylink" program as compared with other means of accomplishing the same mission.

c. The capital investment involved in the shore installations might turn out to be astronomical and therefore out of the question.

d. The union problem, as we mentioned at lunch, is also in the background.

e. The use of Vietnam helicopters is probably out of the question since they are not certificated for scheduled common carrier operations -- and probably couldn't be because of structural differences.

f. Since the proposed operation would be taking place at night I think the argument concerning the relief of surface traffic congestion falls by the wayside.

g. I note on the covering page that something has been copyrighted and wonder what it is.
