on tarrifs, scheduling, routing, interconnections and other matters would be most valuable, and they would ultimately be among the beneficiaries of the study. For purposes of maximum coordination and guidance, we would also expect to establish a special working relationship with the Civil Aeronautics Board, the Metropolitan Commuter Transportation Authority, the Port of New York Authority and the appropriate state aeronautical authorities. The Commissioner of Marine and Aviation, on behalf of the New York City Administration, has already been fully briefed and has stated the City's desire to assist in every way possible. 

Conditions of Proposal

    If the proposal meets with your approval, we would like to proceed as promptly as possible with the negotiation of a contract with he Department of Transportation and of the principal subcontracts. Our proposal will remain open through December 31, 1967; any extension of this date would be contingent upon a revision of an agreement between McDonnell Douglas Corporation and Breguet Aviation. 

     Our proposal is also based upon and subject to the following conditions: 

     (1) The negotiation and execution of final subcontracts and other agreements satisfactory to New York Airways
