industry. Underlying it all is the need for an enlightened electorate responsive to the demands of modern technology.

Recommendations:
1. While the primary constitutional responsibility to direct and administer public education still rests with the States, many Federal agencies can play essential supporting and cooperative roles. Especially important is the dissemination of information which would aid in the development of curricula, texts, training aids, and teaching methods. 
2. Government agencies, particularly the FAA, can also help by conducting clinics, seminars, and meetings for airmen.
3. The FAA should plan a program for bringing the use of the natural resource of the air within the effective reach of an increasingly larger segment of the population, a program designed to be implemented at the State and local level.
4. Associated with this educational program should be an aggressive program for encouraging the establishment of flying clubs at the grass-root level.
