XI. Conclusion

    This study indicates the breadth and complexity of the group of federal agencies affecting aviation and their budget process. It also indicates the opportunities the industry has to learn and educate, to find out what the government is thinking and then make the airlines' view known at the right time and in an effective manner. This is particularly important in the federal budget process because if you don't influence the dollars, you can't have much impact on the policy.
    The industry can take these steps to make an effective contribution:
    
    1.  The ATA must continue to press for more industry- 
        government consultation as the government plans 
        programs of interest to the airlines.
    2.  To provide sound advice, there should be a good 
        deal more advance planning and assignment of 
        priorities on the part of the ATA staff, the 
        various ATA conferences and committees and the 
        airlines themselves.
    3.  There should be a sustained and effective effort by 
        the ATA and its member airlines to do the necessary 
        education job among the federal agencies affecting 
        them.
