Head Quarters,
Bureau of Refugees, Freedmen and Abandoned Lands,
State of Louisiana.
New Orleans, July 17th 1865.

Lieut. E. M. Wheelock
Sec. Board of Education.

Sir:
I understand that Mr. Stevens, one of your clerks, has been in the rebel army four years: and that he has no faith in the education of the negro, and that he was once a slaveholder himself.
Will you please to dismiss him at once, and give employment to someone who was in the army of the United States either as an officer or soldier till a clerk from the army can be had for his place?
Very Respectfully
Your obt. Servant
Thomas W. Conway
Asst. Commissioner
Bureau Ref. Freedmen &c.
State of La.
