I have the honor to submit herewith the following Report of Operations of Office, Condition of Freedmen &c for February, viz:-

On the 5th of February Mr. O. H. Hart reported his arrival at Abbeville C.H. to relieve Mr. C. C. Perry from his duties as Agent. 

In consequence of this Change as well as the unfavorable reports that had reached this Office in regard to the conduct of Mr. C. S. Allen, to be Agent at Abbeville, on the 10 of February I ordered Lieut. Stone to visit Abbeville and make an inspection of the office at that place. 

This report was made on the 15th and was forwarded subsequently to the Assistant Commissioner

It was not as favorable as could be desired and showed a neglect of duty both on the part of Mr. Allen and Mr. Perry.

As soon as Lieut. Stone's duties will permit, I propose to order him again to Abbeville on a tour of inspection.
